Slider input dimensions

Fixes slider imprecision which was not properly resolved along with https://github.com/angular/components/pull/28193

Problem 1

The slider's translateX value clamping also needs to account for the tick mark being 3px off from the start of the slider track

The hidden input's dimensions were not adjusted to also fit precisely between the first and last tick marks
