fix(material/legacy-tabs): Programmatically indicate tab-nav-bar chevron icons are disabled for screen reader users.

Screen reader users are not informed of when the left and right chevron icons are disabled. Added aria-disabled to inform them.

BREAKING CHANGE: No breaking changes.

This is an accessibility change that should have no effect on builds.
