Prompt IE < 9 to update

Was looking at your source code and found this: <!-- Prompt IE 6 users to install Chrome Frame. Remove this if you support IE 6.

since 1.3 dosen't work with IE 8 i think you should prompt IE < 9

Heck, why not throw in something in angular.js 1.3 to prompt older IE? :P

Chrome Frame is deprecated, so we should actually remove that warning.

Maybe agree on adding a note for IE <9 users.

Always dreamt of popular CDN (like google) libraries getting infected (in all version) with an force update script in other to use the sites. It would reach every user, It would properly bring death to every old browser. Likely never going to happen tho.

I know chrome frame has been deprecated for a wile, but you can always keep redirecting them to browserhappy. Or show a note for IE < 9
