[Chore] Update angular-update-guide to Angular v17

This repository is currently using Angular v14, as well as a few other older packages (e.g., core-js ^2.4.1).

It would be great to bump the Angular version up to 17, so that this repo and contributors to this repo can take advantage of modern Angular features.
