feat: Adds light and dark mode toggle.

This PR creates a toggle in the toolbar to switch back and forth between dark and light modes. It keeps the selected option in localStorage so a user returning to the page will have the same setting that they last used.

This required switching from css to scss in order to get the different themes wired up.
