feat(localization): adding support for Modern Standard Arabic (MSA)

This issue is opened to suggest providing support for MSA users. If you are willing to accept this language support as part of the i18n feature, I am willing to submit a PR in this respect in the few upcoming days. Will be nice to have a proof-reading as well if you feel it is required. Please note that MSA and other languages such as Hebrew and Persian is/are RTL. This implies adding a directive to support RTL. I am willing to do this as well. Thanks
