MarkerClusterer Re-Write Perf fixes

@aesnyder @gitnik To not let #798 get lost in the shuffle. The remaining changes need to be targeted towards develop.

yeah, i know i keep saying it but i will be getting back to this fairly soon. its my next ticket but some defect keeps cropping up ahead of it.
