Unable to install the plugin in eclipse-oxygen javascript version

Environment: Windows 10 Eclipse-oxygen javascript version 4.7.3

while trying to install 'angularjs-eclipse' from install new software http://oss.opensagres.fr/angularjs-eclipse/1.2.0/ it gives me error saying connection timeout its not at all getting connected to the repo i tried many times Can you provide any alternate way to install this plugin
