I deactivated the "Block Unwanted Content" option and continues to mark in the browser as having 4 registered adblock services.

if you want to completely disable the "block unwanted content" feature, you also need to have the "block unwanted cookies" disabled. as well as "Unwated content mode" should be changed to relaxed if not already.

hopefully this fixes your issue, with a page showing "4 adblocking services".
