Intermittent vobsub subtitles are missed

More version details

exoplayer displays maybe half of vobsub subtitles, compared to vlc. There doesn't seem to be a pattern, but the playback seems to be consistently wrong. See the sample clip: https://drive.google.com/file/d/150VpItv7DB8toqviDGukPYTkuCM0U_LA/view?usp=sharing

The first subtitle at 10s should be: "This is Lamb." But it's not displayed.

The second one at 11s is displayed.

The third one at 21s should be: "Hello. Got you. didn't I? "It's Marcus Longridge. Leave a message." But it's not displayed.

Might make you think it's every other caption. But when you get to the conversation between Roddy and Louisa starting at 37s , the subtitles do not follow that pattern.

Results were the same on a FireTV stick and an onn 4k puck. Also on android studio emulator.
