Passkey codelab doesn't work ("The incoming request cannot be validated")

I tried to follow Android Passkey codelab steps. But when trying to create new account I am receiving an error:

createPasskey failed with exception: The incoming request cannot be validated

This reproduces for both credman_codelab branch.

Can anyone from the google team help with that?

Device: Samsung SM-A207 Android version: 11
