A blank "Hello World" project using Halley
Is it worth setting this as a [Github template](https://help.github.com/en/articles/creating-a-template-repository), so can easily start a new project without forking and cleaning?

Got it to compile[1] but on running bin/halleyproj it throws an error: Unhandled exception: Unable to load resource pack "/Users/zzz/Projects/halley-template/assets/game.dat" I wasn't able to find a sample .dat file so...
