remove DOWNLOAD_CODES

suggest to remove the use of this environment option. if you want to build a code that needs to be downloaded, just download (if not already present...).

Yes, good idea.

I think this was introduced to prevent huge downloads happening too often in the time when we had to build all of AMUSE, so this was made obsolete by creating packages and the ability to make specific modules (make (module).code).
