Update PortNotOpenError capitalization

PySerial changed the capitalization of portNotOpenError on commit e99bda3 in 2020, causing an error while importing dummyserial.

Any chance this will be merged? This would be really useful.

I'm waiting for this as well. This was changed between pyserial==3.4 and pyserial==3.5.
