amon [FEATURE] Global settable timezone

It would be nice to be able to override the global timezone from UTC.

This could either be a config setting or possibly a setting that configured within the UI.

This request is primarily related to the timezone for notifications.

scenario: Our development/systems team are all located in the America/New_York timezone. It would be more helpful to us if the notifications we received reflected this timezone.

Thanks for your response.

As an example, our HipChat Notification is being received like:

Amon·6:27 AM 
XXXX has not sent data to Amon since 02.03.2017-10:49:56

6:27 AM is our local time (American/New York) yet the notification text is in UTC

When I log into our amon instance the Alerts tab properly shows all event in the timezone I have selected for my user.

@jyksnw Currently the timezone setting applies only to the charts / graphs / timestamps inside Amon, not reflected in the alerts, because you could have several users with a different timezone preference.

I will see how much effort is required to implement such a feature globally for alerts
