Add tab-complete packets

I've added serverbound and clientbound tab-complete packets. I'm not super fantastic at python, so let me know if anything needs to be adjusted. I've tested it on 1.16.5, 1.12.2, and 1.8.8, and it seems to work well. Thanks!

Just noticed the tests, specifically how I haven't done anything with them. I'll look at that when I have some time.

I'm not sure why the build failed so if it's something I need to fix let me know.
