Unified browser dialogs and fixed issues with tooltips and link selection

Had this on the back burner for a while.

I replaced the OpenFileDialog and FolderBrowserDialog with CommonOpenFileDialog from the WindowsAPICodePack. It makes selecting folders more convenient and allows selecting files and folders with the same component.

Also fixed formatting issues in tooltips, removed "Directory Junction" when selecting file symbolic link and made code a bit cleaner overall.

Had to retarget the project to .NET 4.5.2 since WindowsAPICodePack isn't compatible with earlier versions. Also disabled code signing since it was preventing me from compiling the project.

It should fix #19.
