Lever raised by tiny plate doesn't work

Imagine this setup, viewed sideways:

     /

   | | |
========

That is, with a lever put directly on a tiny plate that's on top of redstone-impregnated sticks. Regardless of the state of the lever, it won't affect the redstone wire beneath.

You can't get a output from the bottom of a lever. But I believe you can toggle the lever from the button.

So it's not a bug.

My argument, of course, is that treating it as an input would be more useful.

Ideally I suppose it should be possible to choose.
