found a reason for bcod
actively powered redstone stick powering a wire below will cause circuit to bcod if placed, then if used for IC the connections will fail. repeatable on other circuits, colour and position on circuit are irrelevant.

video showing.. first circuit placed and ic connections are shown ok, second circuit shows after placing wire the circuit will bcod, placed IC not rendering and derped connections only on corner as a 1x1 ic
ps. i was juggling connections to test with non ic first my revised latch circuits as a counter (on right in video), to remove that spaghetti wiring!
similar when an input of creative copied ic circuit with sticks is activated, it will bcod.
