Hi, I have the same issue (my vim looks like the screenshot in the first comment and I've tracked it down to the "Normal" hilight group incorrectly including "bold".

:hi Normal Normal xxx cterm=bold ctermfg=4 ctermbg=0

It is triggered by an 8-color terminal (t_Co=8), non-transparent background (g:solarized_termtrans=0) and not being in degraded mode (g:solarized_termcolors=16).

A workaround seems to be to set g:solarized_termtrans to 1.
