Issue regarding the Industrial Coke oven's tooltip and recipe

Issue Title

Expected Behavior

Recipe time is rounded to integer(or ceiled?) , e.g. the time should be 3.2 as checked using E = I * V * t

Tool tip describes it has a 4% speed increase per voltage tier, in reality it is an 4% energy cost reduction (effectively a speed increase but not written very clearly)

Current Behavior

As seen , it's 3 seconds (3.2 can also be checked in waila with plugins / scanner) And tool tip kinda misguides people a bit I have heard that this rounding time thing also happens with different recipes related to gt++, not sure if it's an general issue in recipe generation or just the coke oven.

Possible Solution

Show the actual time instead of the rounded time Possible rewrite of the tooltip to show the 4% energy reduction if necessary(?
