Large Thermal Refinery tooltip missing info

Issue Title

The Maintenance hatch and muffler can only be put on the bottom layer, the tooltip should state this.

Context

I couldn't get it to form for a while.

Still a thing in 2.1.0.0 in multiplayer I struggled to form the multiblock because of that missing info
