Meaning of the column net_in / net_out in table container_usage

What is the meaning of the normalized in coming network traffic? What does 100% correspond to? Is it the bandwidth allocated to the container? Or is it the bandwidth available in the datacenter? What is the value of bandwidth (in Mbps) that corresponds to 100%?
