On a newly setup ubuntu machine, the test EagleEyeCoreUtilsTest.testFormatTime fails

Describe what you expected to happen

TimeZone and DST dependency should be checked

How to reproduce it (as minimally and precisely as possible)

  1. Set up a machine at CDT and run this test case
