add lfs action to scan and test pr flow

A few notes on the implementation:

• this action handles deltas automatically and is therefore implemented before the step: Create delta packages for new, modified or deleted metadata
• the action runs all built-in rules by default. We can adjust this behavior by creating a .flow-scanner.yml file where we define rules and their severity
