Disable codecov reporting and enforcement in Github PRs

This isn't working as intended for the moment, so let's disable it for now.

What isn't working about it? Are we measuring incorrectly?

Can we reduce the threshold?

it might be related to codegenerated packages. i noticed it counts pkg for example
