provider doesn't cleanup unfunded deployments after being offline

I did the following thing

1. Started lots of deployments with one account
2. Left them up
3. My provider was offline for an extended period of time due to a bug where it wouldn't start back up
4. The account ran out of coins
5. When the provider came back online the group leases are in state "insufficient funds"
6. Closed all my deployments for that account
7. Bug a bunch of deployments are left running in Kubernetes. They should be stopped

this is probably fixed by some sort of "reaper" process but I'm just documenting it here until we create that
