Apply shadow bans to all hashed ips that user made a submission from
IPs can be shared for example:
I have a Dual-Stack lite connection.
That means i have a IPv6 ONLY connection but IPv4 connections get send to my ISP and a special server is unpacking the packages and using a single shared IPv4 address for many users with the same dual-stack connection.
This would shadow ban basically anyone using a VPN.
I myself use a VPN on all my devices, and also regularly contribute segments. If this were implemented, my contributions would be effectively nullified.
Additionally, I feel the user base for an extension like this has a lot of overlap with the kinds of users who would be privacy-focused enough to regularly use VPN connections. A change like this could cause a lot of submitters' work to be ignored.
