[Feature Request][Windows] UWP target support

Feature Description

AIR should support UWP (Universal Windows Platform) target for Windows devices. It will allow to publish AIR apps Windows Store, use Windows Store APIs and add modern functionalities such as geolocation. May be it also helps to support Windows ARM devices or C# native extensions.
