Intermittent Issues on Ubuntu 16.04.5 LTS related to ledger device opening

Getting a connection not found for some LTS versions. It seems the issue here is related to ledger4j not being able to open the ledger device for writing. It does detect the correct vendorId and channel though.

I'm having a similar issue on Ubuntu 18.04.2 LTS. App launches fine, connects to 64 peers but crashes after selecting to import from Ledger.
