Parallelize LLVMBaseICFG

Is your feature request related to a problem? Please describe. LLVMBaseICFG is slow with O(thousands) of functions

Describe the solution you'd like Linear scaling with cpus! Or assistance/hints on what parts of the algo can be optmized.

Describe alternatives you've considered

Additional context I have machines with 128 cores.. Feed me.
