Bug: Toolbar position

There are several toolbar bug about position

bug	video
If drag to some position, toolbar can't back in viewport.
When first click toolbar button, it move (not critical bug, enhancement)
When toolbar position on top and resize window, toolbar can't in viewport
When window resize quickly, toolbar's position is weird (cause only left or top position)
