throw exception when chr1 > chr2 passed to MatrixZoomData ctor

Fixes #119.

Possibly breaking change, in that if any program using this library worked around this issue by leaving input chromosomes incorrectly ordered, and then swapped their coordinates for all subsequent interactions with straw, then a previously working input can now crash that program.
