windows 10 login not switching detected input

Summary: when on the Win 10 lockscreen, switching from keyboard 1 to 2 and back does not change detected language input. Reproduce:

  1. Lock Windows 10
  2. Ctrl + Alt + Del
  3. Type in a different keyboard from the active language input. [4. no switch occurs]
