Empty library shows an infinite loading screen

Expected Behavior

If a library has zero papers associated with it, the View Library tab on the library's page should show a blank list.

Actual Behavior

If a library is empty, the View Library tab shows an infinite Loading screen.

Steps to Reproduce

Create a library with zero records (likely using the Add a Library button on the main Libraries screen). Click through to the library to show its contents; the infinite loading screen is shown immediately.

FYI, we had this problem in the past and it was addressed by this PR #1433.
