Define Value-Only for Data Specifications

Is your feature request related to a problem? Please describe. So far there is no Value-Only-Serialization for ConceptDescriptions and so far we only have data specifications for ConceptDescription.

However, in General: if there would be a data specification for a Submodel or Property etc.: what is the impact on the Value-Only Serialization

Describe the solution you'd like Alternatives:

• no impact, because not value-related
• per data specification the VAlue-Only format needs to be defined. In general however, it is not visible to the user whether an attribute comes from a data specification and from which one
