Split Part 1 into technical specification and explanatory parts

Is your feature request related to a problem? Please describe. Explanatory text parts were moved to Annex in V3.1. The goal is to add explanatory text into different documents.

Describe the solution you'd like Remove the content of the following sections from Part 1:

• https://industrialdigitaltwin.io/aas-specifications/IDTA-01001/v3.1/annex/general.html
• https://industrialdigitaltwin.io/aas-specifications/IDTA-01001/v3.1/annex/usage-metamodel.html

Add these sections into a new document IDTA-01099-3-0 General Concepts or just a document without number but in html. Foresee several parts, e.g. IDTA_01099-a DTA_01099-b a.s.o.

In IEC 63278 Part 1 is some kind of explanatory text to the other parts as well.
