AdministrativeInformation: templateId only for Submodels

In the current specification AdministrativeInformation/templateId can be used for all identifiable objects, although introduced to be used for Submodels with kind=Instance or Submodel with kind=Template derived from another SMT.

Assigning a templateId for AAS might indicate that there is a template denoting which submodels wiht which semantics/following which templates shall be available.

For Concept Descriptions templateId might suggest that the concept is defined in this template but not expected for reuse.

We should explain or even add constraints in the first place that allows templateId only to be set for Submodels.
