Remove * in SHOULD * and additional clarification to Cross-Origin Requests

Per the 1/18/17 call, The Learning Record Provider SHOULD* still include a Content-Type header (in the HTTP header) for this type of request with a value of 'application/x-www-form-urlencoded'. Remove the * as it cannot become a MUST. Consider updating the examples with full HTTP. Clarifying text in this section needed.

Also, LRS SHOULD* treat requests that have a method parameter as 'application/x-www-form-urlencoded' even if the content type header is different.
