Redirect all pages to language specific web page based on browser language

For now, only the homepage is being redirected based on language. Privacy policy page is not. This needs to be fixed. https://github.com/adeekshith/watomatic/issues/245#issuecomment-838527003

Ah! Trying to access privacy policy page with German language is redirecting to German homepage (not privacy policy). Will check with your PR.
