deps(ci): update actions to v4 and node to 20

Updates `actions/checkout` to v4, `actions/setup-node` to v4 and Node.js to 20 (16 is no longer maintained). Since this PR is pretty stale, I updated [my fork](https://github.com/Nerixyz/actionsx-prettier) to a new version...

So apparently this works: `--parser json-stringify --write "myfolder/intl_*.arb"` and this doesn't: `--parser json-stringify --write "myfolder/*.arb"` I can only imagine that `/*` is somehow parsed as a comment in javascript... Error...

there are very minor differences between `3.0.0` and `3.0.3`. I use this action which is preventing me from bumping to `3.0.3`
