Seems like the timeout is "working" as the download stops, but the job step hangs forever unless it is manually canceled instead of failing or succeeding as a cache-miss.

+1 to this. I've set SEGMENT_DOWNLOAD_TIMEOUT_MINS and I see the cache download respects that timeout, but the action still blocks even when the download fails. Can we please get a fix?
