[tools] Add CouchDB_EEG_Importer.php

This PR adds an importer for the DQT for EEG fields.

Why are you sending new import scripts for the deprecated dqt instead of adding query engines for the new dataquery module?

@laemtl It has been 28 days according to the GitHub timestamp. Where is the PR to also add a queryengine for the new DQT that was discussed at the roadmap meeting you're referring to as a compromise for merging this? Who is working on it? What is the progress?

@driusan If I recall well, we agreed to merge than one without waiting for the second PR. The new DQT script will be done as an additional iteration of this script, so it will be great to have it first.
