[instrument_list] Refresh page on DCC Submit

Describe the bug

• Changes made in #9040 were incomplete. When visit is sent to DCC, then the stage should change to Approval in the table, but it does not until the page is refreshed

To Reproduce Steps to reproduce the behaviour (attach screenshots if applicable):

1. Go to access profile then a visit to a candidate
2. Click on Send To DCC
3. Notice that in the control panel, it changes Stage to Approval, but in the table on the right, the Approval status is still empty.

Additional context

• I did not know that Send to DCC also triggers a status change when I made the original PR.
