[behavioural_qc] Feedback links redirect to the page but feedback panel is not open

Describe the bug In the behavioural quality control module, under the "Behavioural feedback" tab, the entries in the Feedback level should normally direct to the candidate/visit/instrument where a feedback wass left and automatically open the bvl_feedback panel for the feedback to be directly visible to the user. It currently simply redirects to the candidate/visit/instrument but the feedback is not directly visible
