Describe the bug With the permission Across all sites create and edit users, only the users with sites in common to the active user are displayed in user accounts.

To Reproduce Steps to reproduce the behaviour (attach screenshots if applicable):

1. Create a user with some sites but not all.
2. Give this user the permission Across all sites create and edit users
3. Create another user that does not share a site in common with the previous user.
4. Access User accounts page from the account of the first user, and notice that the user from a different site is not displayed.

What did you expect to happen? All users should be displayed if the active user has the permission Across all sites create and edit users
