Arsenal - Improve item list

The goal of this feature is to improve the navigation and viewing of the Arsenal item list. Especially with heavy modpacks that have hundreds of different pieces of gear.

When merged this pull request will:

Replace list view with a hierarchical tree view
Allows for grouping by mod

Iterating in sqf was quite slow. So I made a tool to help explain visually and help me test layout of the lists. https://tyen-customs-a3.github.io/ace_arsenal_designer/
