FEATURE REQUEST: Enable ruleset for new projects by default

I would like to have option to enable ruleset for all new created/imported projects.

What I would really like for this issue and #23 would be a way to set a global default ruleset for all projects. Which could be overridden in project specific settings. This is how the Eclipse FindBugs and Checkstyle plugins work.
