Fast failure on duplicate project name

Current workflow:

1. Specify project name to be a duplicate of another project
2. Select a large image
3. Select pipeline, etc.
4. Click create
5. Wait a long time for the image to upload
6. Get error message "Project with this Name already exists"

Ideal workflow: same thing, but omitting step 5.
