Adding a feature for auto assigning issue to contributors to this repo .

Add feature to this repo -> auto issue assigning

• features must be like that issue can't be assigned a person more than thrice .
• In short person can work only at most 3 issue at a time.
• Before getting auto assign that should ask are you working under GSSoC22 yes or no option should come.
• Then that issue must be get assigned to that person. It should also follow that First come First Serve Service also.
• Complete this issue asap .
